Practically speaking, the Browns are going into Year 2 of a rebuild, and they just tried to solve their quarterback problem by negotiating into Year 3 (with the 2018 second-round pick the Texans gave them to take Osweiler’s contract) while adding a quarterback who has no business being in their plans in any year right now.
That’s a good way to assure you don’t get a Year 3.
